Mayor visit highlights progress on Kokstad Water Supply Scheme

A recent mayoral oversight visit, on 24 March 2026,  to the Kokstad Water Supply Scheme has highlighted significant progress in addressing long-standing water challenges within the Harry Gwala District Municipality, with particular focus on the Bhongweni and Shayamoya infrastructure upgrades.

The visit brought together key stakeholders, including representatives from the Department of Water and Sanitation (DWS), municipal leadership, and the Kokstad community. The strong presence and engagement reflected a shared commitment to improving water service delivery and ensuring sustainable infrastructure development in the region.

The delegation was led by Executive Mayor Zamokwakhe David Nxumalo, alongside Executive Mayor Marcus Neville Lwanda Madikizela. The visit was further supported by senior DWS representatives, including the KwaZulu-Natal Provincial Head, attending on behalf of the Minister.

A programme delivering real impact

The Kokstad Water Supply Scheme is a transformative programme aimed at restoring water security to Kokstad, Bhongweni, and Shayamoya, benefiting approximately 69,000 residents across more than 11,500 households.

Historically, the area experienced severe water shortages driven by drought, ageing infrastructure, and limited raw water supply, often resulting in daily interruptions.

Through a series of integrated interventions led by Zimile, the programme is now transitioning from reactive crisis management to a sustainable, long-term solution.

From national and provincial government to local municipalities and the community, there is a shared understanding of both the urgency of the challenge and the importance of getting these interventions right.

We are now seeing the results of that collaboration, with Phase 1 delivering real progress in securing water supply and building long-term system resilience. This programme is not just about infrastructure, it is about restoring dignity and enabling sustainable development for thousands of residents.”

A key milestone highlighted during the visit was the progress of Phase 1 interventions, with several components already completed and others nearing completion within the 2026 calendar year.

 

Kempsdale Dam: securing the future

A cornerstone of the programme is the raising of the Kempsdale Dam wall, a flagship project valued at approximately R176 million.

This intervention significantly increases raw water storage capacity and strengthens the resilience of the overall system. By improving storage and upgrading associated pump infrastructure, the dam ensures a reliable raw water supply to the treatment works.

This unlocks the full potential of the 18 Ml/d water treatment plant and supports medium-term supply security through to 2030/34.

 

Bhongweni and Shayamoya: delivering at community level

The Bhongweni and Shayamoya projects translate bulk water availability into tangible service delivery improvements at community level.

The Bhongweni scheme, now complete, plays a critical role in restoring reliable water supply to one of the most affected communities.

Letlotlo Borane, BUH: Water at Zimile, added: “The visit was a strong success, with full support from all role players involved in the project, including national, provincial and local stakeholders, as well as the community.

There was clear engagement and genuine interest in the work being done, particularly around the significant progress achieved in Phase 1. Key components such as the water source and increased storage capacity are already completed or nearing completion within the 2026 calendar year.

What is most encouraging is the shift from managing ongoing shortages to building a system that can sustainably meet current and future demand.”

Together, these interventions significantly improve system reliability and eliminate the need for routine water shutdowns.

 Leadership underscores impact

The Executive Mayor of the Harry Gwala District Municipality commended the collaborative efforts of all stakeholders, highlighting the progress made in delivering critical infrastructure and the positive impact these projects will have on communities.

The Mayor emphasised the scale of beneficiaries and reaffirmed the municipality’s commitment to eradicating water backlogs and improving quality of life for residents.
